Default '07 hi-bird 250 carb idle problem

here's the problem: 2007 hi-bird 250. doesn't idle. it starts right up and immediately revs itself up to maybe 1/4 to 1/3 of throttle. will not idle down. plenty of throttling up though. here's some pics. i've read posts that said to adjust the right hand side screw that has a spring on it-tried that-doesn't do anything(maybe cable problems?). took 2 pics of little screw on engine side of carb-don't know what that does-maybe someone knows?! one pic shows a screw that is, what i believe, just a mounting screw for the choke cable mount. hope these pics turn out. the throttle element inside the carb is installed correctly-maybe my cable is stuck and won't release all of the way down to let it idle, eh? maybe i ought to replace it?
BTW, it was sitting for 2 yrs dissambled. this was the one a buddy of mine gave me. i've been working on it for 4 days and just got it to fire up today after church.
please forgive me, all i had was a screwdriver to point at the places!

In the top pic... your pointing to your idle adjustment screw.

In the next pic.. it shows the fuel mixture screw which is also iwhat your pointing at in the last pic..

The 3rd pic shows the choke bracket mounting screw... the cable would attach at the top of that bracket..

Id clean the carb but would also check to see that the slide is installed correctly... if its not installed correctly it doesnt drop all the way into its bore..a high idle would be the result.

Default hibird carb slide position

ok, still working on this hibird 250, finally got a pic of the slide. is it supposed to go all the way down or does this pic show the correct position? i know it's in correctly, the other way lets it down no where near this position. therefore, i know it's in correctly. 50/50 chance, eh? ha ha.
anyway here's the pic. thanks......

It does look a little high but that can be adjusted by the screw your pointing at in the top picture.

ok, i did the advanced needle adjustment inside the slide, now it idles normally and i've gotten it to richen up on the mix, now i need to tear it apart again to clean the jets one more time because now it chugs/bogs down when at full throttle. i'm thinking the jets are plugging off unless i'm missing something. whaddya think?
i will keep you up to speed.

The needle adjustment has no effect on idle...its for 1/4 to 3/4 throttle or so..

Try this... run it at full throttle(2nd or 3rd gear maybe) and without letting off the throttle.. kill the engine with the kill switch, pull in the clutch, and coast to a stop.. pull the plug and look at it.. if its white your lean.. if its dark or black your rich...

Also do you have a fuel filter? Still using the Chinese spark plug?

mywifesquad, thanks so much for the help. this sucker runs great now! i had a few misconceptions about the needle adjustments and the rich/lean mixture screw. thanks for the education. i've learned a tremendous amount with this quad. i'm thankful for all of the numerous posts on this website. a lot of people read them and learn from them. i know i do. thanks again. now, for the next project...........
