Default Kazuma 250 Carb

So I have a 2002 Kazuma Cougar 250. I took the carb off to clean the main jet, but I also noticed what looks like a vacuum line coming from the side of the carb, near the top. I can't find anywhere that this would hook, up, so I'm wondering if it's a vent? It is not the bowl drain from the bottom of the carb.

I'm also wondering if there is any adjustment for the slide (throttle moves a butterfly valve, but there is a plastic slide that appears to work off vacuum, since it has a spring and diaphragm at the top of the carb, but no obvious means of adjustment).

Any help would be appreciated.

If youve still got the carb apart.. blow thru the line does it come out in the bowl? ...it should be a vent for the fuel bowl..

No adjustment that I know of for the slide..
