Find the postive battery terminal, and follow the big fat red wire to the starter solonoid screw terminal. Follow the other starter solenoid screw terminal to the starter motor.

Now take a screwdriver and use the shank to short those two screw posts on the starter solenoid together. Some sparking is OK.
Does the starter turn?

If it doesn't, use a pair of jumper cables to connect the quad battery to your car battery [take extra care to get the polarity right...]. Does the starter motor turn now?

so your battery is sitting there about 13 volts or so and the starter clicks or doesn't move. you've tried jumping the solenoid and it clicks or whatever. right? i have a Linhai quad doing the same thing, i've got a bad solenoid because i've pulled the starter and tested it on the ground with jumper cables and it turns over/cranks just fine. if you don't want to pull the starter to test it, replace the solenoid (starter relay). just make sure your battery is charged up. if your quad has a ripcord/pull start rope, turn the engine over and then try the starter, maybe it's hung up. good luck.

Does the engine turn over by hand?

Use a meter to measure the DC voltage right at the starter motor while trying to start it up (solenoid clicked in, or use a screwdriver to jump across the solenoid screw posts). Put the meter red lead on the starter input post, the black lead goes on the starter motor metal case. What do you measure?

If you get 12 volts right at the starter motor and the starter isn't turning then that leaves a bad starter motor, or the engine won't turn (which I think MWQ was hinting at when he asked if the engine turns by hand).
