On an '00 Trailblazer you shouldn't have to change it yet?? A '97, 2 '98s and a '99 Sportsman here all on the original belts.
If you do,
1. remove the belt cover (screws and clips)
2. roll the moveable sheath of the secondary clutch with your hands to get it to open up (very easy)
3. slip old belt off
4. clean out any dirt, dust debris from the entire area and cover.
5. rotate sheath again and slip new belt on
6. reinstall cover making sure seal area is clean and free of debris. Some a very light coating of grease on the gasket to make sure the cover seals. Others apply a very thin bead of silicone to aid in sealing.
That's it.
