Default POLARIS SP 700 TWIN FUEL/CARB ISSUES

Hi guys,
I am having fuel probs with my 700... my quad bogged out after going up a small hill and then would not crank up for 20 minutes. Also fuel was flowing from a tube that runs from the bottom of the carb down to the underbelly skid plate. I finally got it running and it would bearly idle. Then it cranked up and ran fine until I backed up on a small hill. Same problem again, the gas still flows from the tube untill I turned off the gas. Any suggestions... change fuel filter, better gas, carb work.. by the way it is an 04 700 twin with 2500 miles. thanks! RAN IT AGAIN LAST NIGHT ABOUT 10 MILE NO PROBLEMS UNTIL I PUT IT ON MY LOADING RAMPS THEN FUEL FLOWED OUT OF THAT LINE????
