If the solenoid was buzzing, the battery is almost flat or the starter has shorted out or something has seized. First check if the engine moves freely as it could be seized, if that is OK, either strip the starter to find the fault or get a new starter.

the engine turns over but the starter drags then just the solenoid buzzes it will only turn over when everything is cold its like after you turn it over the first time its done until it sits a while

That sounds a lot like a dud battery. Did you test it under load?

Then your engine must be seized, have you taken the plug out? If the float sticks, the cylinder can fill with fuel on some models and, if you are trying to compress fuel, the engine won't go over compression.

The other possibility is a bad wire from the battery to earth on engine or frame, or from battery to solenoid or solenoid to starter.
