Default New carb flooding itself

I have a 2002 Honda recon, we put a new carb on it and now can't get it to stay running, it floods itself. What do we need to do?

Float needle stuck open. Can be dirt that has come down from the tank, can be a faulty needle or float (if it is Chinese). With the dirt stuck in needle problem I turn the tap off, let it run until the engine stalls due to fuel shortage, then turn the tap on again, the flush of fuel through the wide open needle valve usually dislodges the dirt. If that doesn't work you need to remove the needle and clean it and the seat, and check both the tiny plunger in it is springing up, and the float isn't holed.

There is your issue, aftermarket carbs are frequently not set up to mfg specs. The best thing you can do is a good thorough rebuild on the original factory carb! Much cheaper and less work in the long run.

A real serious quality rebuild is needed along with a good quality rebuild kit! The original carb will have the correct size jetting etc. Follow adjustment settings in rebuild kit. Be sure carb is cleaned "thouroughly", the smallest little spec of dirt that gets missed can cause a carb to not function correctly. A good rebuild is far better than any aftermarket carb you can buy!
