Default 02 Honda recon 250 carb issues.

Got a new carb, throttle cable, and choke because poor idle. I installed everything and having problems getting idle right and gas is leaking into breather box. Any information would be greatly appreciated!!

OEM carb or aftermarket? Usually better off to rebuild oem carb with a quality kit so all needed specs can be set. Aftermarket carbs are setup for many different engines so additional adjusting/jetting is usually needed. The problem is you dont know what you have to start with!

Overflow pipe from bottom of float bowl must dangle down, if you are getting fuel in the airbox, it must be routed upwards or blocked, and the float needle is stuck as well. Route that pipe down. Turn fuel tap off, run engine until it stalls, turn fuel on and check if fuel starts to run out of the overflow pipe again. If it does, you need to remove the float bowl and clean float needle and seat.

That 250 slide carb is dog rough compared to the CD carbs fitted to other Honda utility Quads. It always gives a splashy idle, and the difference between cold and hot means it idles way too slow cold, or way too fast hot. All you can do is find the happiest compromise.
