EPA killed 2 strokes. But thanks to new designs, they burn virtually as clean as 4 strokes. There are even fuel injected 2 stokes in the works (again, 2 wheelers).

Lawyers, bean counters, and frivolous lawsuits killed the TRX and Quadracers though. One of the reasons I am a lifelong Yamaha fan, as they kept with the Blaster and Banshee until the EPA made it to painful. I would love to see them shoehorn the current YZ250 motor into a quad chassis and label it closed course only or however they get around the mandates with the bikes. Heck. even the 125 motor would be a fun little screamer in the Raptor 250 chassis!
