This may sound stupid but check your throttle cable, it may not be opening the carb fully. If there is any slack in the lever adjust it out.
Also pull one of your plugs and look at it, it should be clean but not real white... and as a note after changing my end cap I had to jet down one size on the main. Don't just "try" a jet, read your plug.

I had to take the End cap off; it was to loud (104 decibels). It did run a lot better with the end cap and a 175 main jet. The plugs look good. The biggest thing is that until 4th gear I can't make up a lot of ground on him. Even with a bad start I was sure that I could walk away for a Z400. I will check the throttle cable when I get home today.

If you have had the top of the carb of its possible that the diaphram is not sealing correctly if this is the case the carb will struggle to make full throttle, this has happend to me twice when adjusting the needle while at the beach, worth checking your bike should walk all over a z

I ride mostly in the back 10 I have a motocross track I built, check picks for me jumping one of the jumps. you rider moto? been to the mounds many times. thats why I went to the 5"supertrapp I can hush it up any time needed and its a sparky.
you should be at the 170 to 175 main range. check the rubber diaphram as said. If you want to get some 5" disks and end cap I do have one of my first end caps that accept 5" supertrapp disks that I made on the shelf you can have. it will make it ezer to get in to the mounds.
second gear is where you need to be at for starts. I know it wheelies like crazy, but practice leaning over the bars as far as you can at starts as said. your losing speed in first gear starts.
I got stock tire size Klaws, love the 15T . I got a 14 in now that I used for dirt drags I just havent taken it out yet.
