Don't know about the carb. But the front sprocket is easy, first loosen the rear carrier where the rear sprocket is. Then take off front sprocket cover and remove nut, I think it is an 1-1/8". Pull off sprocket and install new one. Then repeat process in reverse.

you may want to order a new lock ring( the flat metal "washer" that gets bent over the flat of the nut to lock it in place. some times the tab will break off from repeate bending. as for the carb:
1) remove the topcap (has 3 screws in it)
2)roll the throttle open all the way.
3)look into the hole (all the internal stuff will roll up when you open the throttle) in the bottom you will find an allen head screw.
4) LOOSEN ONLY. the tab that holds the needle in will "swing" away.
5)with a pair of tweezers or needle nose pliers you can grab the needle & pull it out. be carefull though, some times there are spacers under the clip that may or may not come out with the needle.
You will have to hold the throttle open the whole time you are getting the needle out.
It goes back together the oposite way. don't over tighten the allen screw in the bottom. a little torque goes a long way in here.

don't know about the the jetting for 3000 ft. i normaly don't change the jetting from my standard dune setting until i get to about 6000 ft elivation. that change was 3 jet sizes down on the main & i dropped the needle down 1 notch( raised the clip1). here is a quick rule i used. if you jump on the trottle & it is "boggy" you are a bit rich so use a smaller jet. if it sputters in the mid range( just cruzing) then the needle needs to move( one way or the other ) you will need to play with it to find the sweet spot. this is the way i do mine, it may be wrong to some but it works for me. i have never had much luck with reading the plug method. (black if rich, white or light tan if lean) good luck.
