Ok...looks like your carb has a butterfly instead of the more common round slide. I'd remove your intake (airbox/boot/etc) and see if the butterfly is almost closed with no throttle...if it's open then the cable is not routed correctly or the return spring is not closing it completely...you should be able to visually see this...
Still having issue adjusting either to high that wheel is spinning but not fast as before which great because I thought motor would blow or to low it shuts off. Either way progress was made today with your help thx.
After work only have 2 hrs to play with.

Idle screw which I’m adjusting Idle screw set all the way back but it was still idling at max Mixture screw for air/gas ?
Does that butterfly move freely when hand operated and does it snap shut when you release it? You don't show a pic of the butterfly side...
That screw with the spring looks like your idle stop/adjuster...I think the arm should be resting on that...not sure why there is a gap unless you removed the spring...

Originally the bike wanted to take off so I unscrewed the adjuster screw
Now I am going to screw it back to the throttle so It won’t shut off . I’m gonna give it some throttle now by screwing it back
Electric choke, someone has removed it from the old carb and blanked the hole off. It will have to be wired in, as the choke lets in excess fuel until the engine has run for a while and, if it isn't wired in, it doesn't get power from the alternator and will not shut the excess fuel off.
