Same here I can’t tell if it’s a rev limiter or som type of bog

 

OP is getting plenty of revs, you seem to be having trouble with achieving full revs, so likely to be carb needing cleaning. Some bikes have a rev limiter on the CDI, set so the child doesn't go too fast. This may be adjustable, or may require replacement with an "unrestricted" CDI.
