High idle question

Engine is a 125cc. with 3 speed semi auto. I cleaned the carburetor and the bike starts and runs fine. After driving it for a few minutes I stop and put it in neutral and it idles way up. Assumed it was a short throttle cable so I shortened the housing to add about a half inch of cable length. Same result. Adjusted idle and air/fuel screws and got it to idle nicely, but as soon as I turned it off and restarted it the idle was way up again. Figured it was a vacuum leak, so I sprayed some carb. cleaner at the intake base and instead of idling higher it actually lowered the idle and sometimes stalled it??? Any idea what that could mean?

Well, if it changed, there must be a leak, otherwise nothing would happen, so fix the leak.
