Linhai 250 weak braking system

Hello friends
I have the Linhai - Beyond 250 cc ATV ( CN250 honda clone engine) and my brakes are weak or I think they should be better
.
There is a master cylinder (hand brake) connected to the rear caliper and a foot cylinder is connected to the rear caliper also and 2 front calipers.
I have solid braking only when I push both brakes ( hand and foot) but they will not block the tires with the full push of both brakes when driving. ( that is what I am expecting ??)
I changed the brake pads on all 3 discs, flushed and changed the braking oil, and bleed the system.
Any ideas on what I could check next to improve braking? Could it be that the bad quality braking pads are causing the low performance on braking??

Could be, but they do take time to bed in. Did you make sure all caliper sliders are free, as they have a habit of seizing, so you only get a proper push on one side with single piston calipers. Discs and pad faces must be free from grease, dead easy to put oily finger marks on them when rebuilding.
