Default What is the rubber tube attached to rear wheel Eiger 2005

Hello all, I am brand new to riding quads and just got my first one which is a 2005 Eiger 400 4x4. I noticed a tube hanging loose underneeth and am trying to figure out what it is. One hand is hanging and the other is attached to the inside of the rear wheel(see IMG-20120822-00106 | Flickr - Photo Sharing!). Could someone give me a clue?

Thanks in davance, Garett
