Oil changing 4 or 5 times might be excessive. Most honda motors dont take on any water in the oil, but changing it once, and watching for a milky color, might be a good idea.
If the water had silt or mud in it, he might want to remove the rope pull and make sure its clean , otherwise they have a way of rusting and not working.

If the bike dont run right, you may have to take the carb apart for a cleaning, sometimes dirty water settles in the bowl and plus it up. You'll need to dry the airbox. If the oil is milky (which happens easy if the airbox was full of water), it WILL take 4-5 oil changes to get it back to normal. Run the engine for 10-15 mins between changes but dont drive it or run it hard.

i would change the oil 4-5 times, even if that seems too much. i would want to be precautious.
Also, take off the spark plug and the top end to clean out as much water as you can. The air box is a big issue too. Tell your friend to drain everything if he can, but not the fuel if you have some water remover or fuel catalyst.
Check the coolant, it wont matter too much if some water gets into the coolant bottle or not.
Drain the carb, lube the cables, remove the front and rear lights to drain any water out of them.
Drain exhaust and check muffler, pull start, battery compartment,
JUST TAKE EVERY PRECAUTION TO REMOVING WATER FROM THE SYSTEM!!

Do not forget the big one when cleaning and fixing. The two items that can take moisture in through the external vents are the drive gear assemblies. They are vented with a rubber hose running up into the frame. If underwater the moisture can flow through the tubes into the gear lube, drain the housings, flush with a little diesel and put in some new gear lube. If this is not done the damage to gears and bearings will be severe.............Tass
