Default 250r Not running right. Sputtering in top of gears

I recently bought a used 250r and it is just not running right. When you get up to the higher gears it starts to run pretty good but when you are in 1-3 when you hit the powerband it sputters bad. Its been doing this the whole time, I figured it was because it wasn't warmed up all the way but fully warmed up it continues. Im pretty sure it has to do with the jetting but I have not had time to check it out yet. This is the add along with it, I'm not sure what all these parts are. Right now it doesn't have an airbox but I recently purchased a stock airbox on ebay for it because it south texas an airbox is pretty necessary vs an open filter. So I plan on installing that and then trying to figure out the jetting issue.

"87 250r racing quad, everything on this bike has been redone except engine, engine is an all stock water cooled 250cc with 1 piece boyesen reed cage and reeds, jet kit, FMF fatty pipe and silencer has new 3" wider arms, 4" wider rear axle, durablue lowering kit which is adjustable, it can be set up at stock height for dirt racing, a lot of new parts too much to list, just spent $4000 rebuilding it, its ready to ride!"

I would just like to get ya'lls advice before I dig into it or send it to someone else to take their time checking everything. Thanks
