It died going 25 mph and then it wouldn't shift down pass 3rd into second for 1st. It took a min then started up and rode. What could be the issue?

 

A bike, or the engine, needs to be moving before it will change gear properly, you may get one or two changes but you won't get it going through all the gears when both bike and engine are stationary. As for dying when doing 25mph, could be anything fuel or ignition related.
