Belt Deflection Measurement

I put in the black secondary spring on my '02 P650 (only 29 miles, 4 hrs) and I have a question.
1. What do you guys use to measure the 12 lbs of force you apply when checking the belt deflection? I guestimated the 12 lbs and it appeared that I had 25 mm of deflection (22 - 25 is spec).

The belt deflection spec is 22-27mm. If you are getting 25 thats great. After 80 miles mine developed a chirp on take off. I checked the deflection and it was 31mm. I removed one spacer that was .024" thick and the deflection dropped to 24mm.
