kasea 50 power problem

I have a 1998 kasea 50 atv that we got for my son who is 5years old and it will not get into a high rpm and go up hills without pushing it-- it runs good starts right up but has little power does anyone have any suggestions -----

WRH, or Hetrick pipe and clutch kit will wake it up a bunch.
