Welcome to the ATV Connection forums.
OK, you cleaned the carb but did you remove the pilot jet and clean it? Did you remove the brass needle seat and clean? Did you remove the choke unit and clean?
Doubtful on the broke reed.
The screw on the side is the idle adjustment.
FYI:: Petcock:: In the on position, fuel will run out only when the motor creates vaccum (the line furthest to the back of the carb). In the prime position fuel will run all the time.
We'll go from there.

In the prime position fuel will not run all the time, it will run until the bowl is full then the needle and seat should close once the float rise's. So if you filled the jug, its because your needle isn't fuilly seating.
Check for vacuum leaks between the carb and intake.

Well actually, filling the cases is caused by the hydraulic weight of the fuel pushing by what little pressure the float gives. This is why bikes have to have the fuel shut off.
I explained the petcock operation so he could understand the correct workings of it.

I could bore it, probably get away with honeing and putting in a new ring and pistons but, Why not just throw on a 52 mm jug thats ported etc................
