Please help getting quad running

Hi,
I have a (less than 1 year old) Coolster ATV-3125B quad that wasn't used throughout the winter.
I went to start it (using a portable starter-booster) and it only starts with the choke fully on. I can keep it running by tickling the throttle and then for only a minute or so.
If I let go of the throttle, it will stall in a few seconds.
If I turn the choke off, it won't even start.
I checked that it's getting spark (visible spark with the spark plug cable attached to a plug held outside the engine) and fuel (removed plug and it's a little wet).
I opened the carb drain screw on the bottom of the carb and gas runs out.
I tried it without the gas tank cap off to make sure it wasn't a cap venting issue.
So, if my basic understanding is correct, it's either getting too much air or too little gas (most likely too little gas, I assume).
So, what is my next step?
I believe the bike uses a PZ22k carb.

just pull it apart and put it back together the same way except clean
but just take your time its pretty simple i was afraid of it the first time too but after 3 or 4 times it like riding a bike
