Default Eton 40cc rascal throttle stop not working

I got a Eton 40cc rascal today and it runs great. I went to slow it down by using the throttle stop and can't get it to work. I've never used one before...I'm assuming if you screw it in all the way it should be the slowest? Ive screwed it in and out and the performance doesn't seem to be effected. Is there something I'm missing or could something be broken? Thanks in advance and sorry for the newb question.

are you talking about the throttle stop on the handlebar thumb throttle? if so, that may be all of the adjustment you got. next try the turnbuckle adjustment on the throttle cable itself.

Pop the cover and have a look inside , might be something broke from force. Not sure whats inside ? The parts finder was 'nt clear enough to see exactly how it works.
...I havent made it that far yet on ours .. I know it came loose and almost lost it when I was out riding it.

Maybe the screw was replaced and the new one is shorter.
