DS90 Not Much Power

Just picked up a 2005 DS90 of a friend for my kids. I also have a LT80. My LT80 runs circles around the DS90. I can barley make it up hills and what not
Was having issues with it not idling anymore so I unplugged the electric choke and now seems to idle OK.
It seems to top out WAY to early on the RPMS... I feel it has more juice to give but it doesnt. I can't find any way to disable the rev limiter.
Also.. whats with all the rubber around the carb? Can I tear off and throw in the trash?
I ran a compression check and I am getting around 55 PSI. Where do I get a decent top end kit for these machines? When I search for it I just find ebay kits which include a cylinder, head, piston, etc for $50.. sounds too good to be true.. sounds more like a junk rebuild... any thoughts?

I don't know the DS90 at all but I bet the earlier 2 stroke is similar to the LT80. The LTZ90 will probably have about the same performance as the Polaris DS90. Circa 2005 is the change from fun bikes for Kids to machines they can't hurt themselves on.

Any idea where to get a quality top end kit or are these $50 eBay kits legit?
