Pro rider or "B" rider?

I'm not going to mention any names, but a friend of mine from TX rides the local Pro class, and races 250B in the nationals. Local level, he is one of the top pro's. Let him on the track with A class, or Pro level riders and what does he get? FUMES. There's usually 1 mid-pack Pro class GNC racer that attends our local races, and the B level rider I am referring to is usually not very far behind him. However; would it be fair to make the local kid ride A, and get totally owned?
I 100% disagree with that AMA rule. I firmly believe that any non-AMA sanctioned track should be completely separate from an AMA sanctioned one. And with that, the rules should not be upheld. A back of the pack Pro racer locally would be embarassed in an A or Pro level at, say Loretta's. It would be a waste of money for that person to make the drive to Tennessee.
