That will never happen. Drug users already hurt their families, friends, and communities. They also hurt themselves through lower employment rates, costing the local communities tax revenues. Not to mention what it costs the tax payers for the damage they do to other people's property, healthcare, ambulances, cops, lower property values, morticians, etc, etc, etc...
