Default 2014 400HO. "misses" at 4500 rpm

was on vaca at The BadLands this week and the boys quad had a problem.
The bike seems to hit the rev limitter or looses fuel supply at about 4500 rpm. It revs freely when in park, sounds fine, but once in hi or low it will rev freely to 4500 then cuts out.
The mechanic cleaned the carb, checked for vacuum leaks, checked the reverse override pod and connections, put a new CDI box in it temporariy and it still did it so reinstalled the original cdi box. checked some parts behind the flywheel and they were all good. magneto and timing assembly maybe behind the flywheel?
Anyways I am at a loss now.
My next step, since we are home from vaca with this semi-non-running quad is to investigate the fuel delivery. i really wondered why they never targetted the fuel pump. Am thinking i make a gravity feed tank temporarily and see if that makes it run right then i would know its the pump or not.
Can someone explain how the vaccuum fuel pump werks.
a new one is cheap, as well is a whole new carb but I hate throwing parts at something....thats not mechanicking.

Well any advice or direction with this is appreciated
