Default Clutch guard vibration

I just did a little modification on my clutch guard as I have been getting a wicked vibration off of it on my 04 Trailboss. There is a little tap on the front bottom that looks like a bolt should be there and there isn't anything to bolt it to(my wifes 03 has the same on it). After looking I find that it has been vibrating so much that the aluminum case is all but worn through on the engine. Has anyone had this problem, and if they have is there any way to cut down on the vibration? The 04 is much worse than the 03 is with it. I think my first step is to remove the cover and cut the tab off that isn't being used, but not sure if thats a good idea. Any ideas would be helpful.

I fixed my buddies sportsman and it was also missing that bolt. The hole for the bolt was never even drill. But my 250 had it, so I new it was a factory mistake.
