You can use a brass punch and a hammer to adjust the shocks. By using a brass punch you won't damage the lock rings and it is much cheaper than buying a shock wrench.

The last time I shop for a shock wrench, the price of one is $45.00.

If you keep the threads clean and hit them with contact cleaner after your rides the only one you should need a punch for is the top lock nut. You "should" be able to turn the lower and upper lock rings by hand once you've removed the intial torque.
