you have no power/electricity leading to the thermal fan switch....................should it not have power/electricity constantly huh?..................trace wire back with tester/probe.....................................until fault in wire is discovered........................

 

the engine is plenty warm i stuck a cooking thermometer in the rad.and it read 210

 

the fan should be coming on at 210 and of around 190.
