mid throttle bog?

my father inlaw has a 96 polaris 400 around mid throttle it just boggs down almost like the air is cut off u can back off just a little bit and it runs great just cant more than mid throttle

hows the carb.dirty maybe where the main jet is party plugged, air filter dirty? does it do it in neutral as well in gear under a load?
