Throttle stuck wide open

Default Throttle stuck wide open

So my first thought was the carb but honestly I’m stumped. I have a 1996 Polaris scrambler 400 2 stroke. If the petcock gas is on it idles fine but if i turn the gas off the throttle sticks wide open but the throttle feels fine. So I thought I’d just keep the gas on (which you do anyway if you’re riding). Went to go riding yesterday and putting around its fine but as soon as I hit power band it sticks full throttle. I thought it would clear itself out but it just keeps sticking full throttle as soon as it gets going. Any ideas? I understand the etc isn’t working if it sticks wide open but I just turn the key off and it stops so I’m not too worried about that, I took the carb apart multiple times, could it be the throttle cable? I don’t understand why the throttle wouldn’t feel stuck wide open tho, any responses and thoughts I’d appreciate thank you in advance other things that may be relevant is I mix the gas because the previous owner deleted the 2 stroke oil tank so I have to mix it, did I maybe plug the oil pump back in which is causing it to run funky? Also looks like a good amount of oil is coming out of the exhaust but it still runs

Default Carb

My guess would be something is wrong in the carb like maybe the needle is sticking or the slide.
I would start tgere.
