why 4 strokes??

The DRZ 400 has 12.2:1 compression, an FCR 39 carb that puts out 38.4 horses at the rear wheel and has to move 500 lbs of bike and the rider.
Technically the Z400 isn't detuned. The DRZ 400S is a detuned version of the DRZ 400E so all Suzuki had to do was take that engine and tweak it for quads.
I know there are some adjustments that are made to a dirt bike engine to make it perform better in a quad.
Suzuki probably didn't mess with the DR-Z400S any more than they had to to make it work in a quad. My point is they didn't start with the best performing engine. I'd like to see dyno runs comparing the Keihin FCR39 to the Mikuni BSR36 cause it wouldn't surprise me if the FCR put out more torque throughout the rpm range.

well california always has exceptions. but everywhere's else they don't. i could run my bike with no muffler, smoking like a chimney, and no one would complain. although there is a tree hugger group here that is putting up signs everywhere's. they threatened to take down the cable bridge too, how stupid, driving through the river would be more harmful wouldn't you think, well mabey that's the problem, they don't think
