Chances are it's your brushes that probably need replacing. You can get a brush kit at the dealer and they're easy to replace once you get the starter out.
If you ride in alot of water you need to drain the water out of your starter occassionally as well. You should also check your connections at the starter relay switch too.
The starter on my '98 just died though and it was the brushes. If you pull the starter and remove the end of it you can see if the brushes are bad.

I also have a '98 Express 300 that had the same problem. It is most likely the starter brushes, but removing the starter is rather difficult. To get to the starter on an Express, you MUST remove the recoil starter housing to access two bolts that hold the "drive" end of the starter in place. Then you must remove the drive and driven clutch plasic housing to get to the clutches. Remove the drive clutch. That requires a special puller. Remove the driven pulley. No puller required (for me anyhow). Then remove the inner plastic housing. You'll then see two 10 mm bolts that affix the other end of the starter to the frame. Remove these bolts, remove the #6 wire from the stater solenoid, then remove the two bolts on the recoil starter end, and the starter will come out. You'll probably find the starter drive gear will not come out with the starter, but just reach back in there and pull it out. You cannot, I repeat CANNOT remove this starter from the underside of the machine. I just performed this job on mine. If you need any further help, please email me. I'll gladly provide any additional help if you desire. (rcruff2314@aol.com)
