The most reliable way is not by GPS. It would be laser or radar. How many sats. did you have when you did your test? The GPS uses an average so it will never be the best way to do anything.

I agree with cop in that if your z only hits 60mph you better take it back unless a guy weighed 400lbs. You should at least hit 66mph and more like 68 to 69.
