No, it's very simple. You remove the timing plug(by the recoil starter) and set the motor up to TDC on the compression stroke. Then you turn the cam sprocket to a certain position, and it is set. I can either scan or take a digital pic of the manual page that describes it tomorrow.

No, you can either sleeve, bore or hone it. I doubt the cylinder will need more than .010 or .020 bore to clean it all up. Unless it has been bored before. This is all hypothetical at this point. It may only need a hone and rings, and maybe not even that. It may be as simple as a valve job.
