Default 250 Problem!

My Z250 is leaking fuel out of the hose that runs below the carb drain screw....it drips every once and a while (no reason) and the hose is wet on the end constantly. I thought maybe i need to tighten the screw but it wont budge left or right, its too tight. I dont want to strip it so is there any reason i should look for that would cause it to leak? I really dont wanna take it to the dealer for somthing that dumb but im not sure what to do.
