Ok I was reading my owners manual and it was showing that where the pull start is if you take that panel off you can get to the idle screw which it was showing sticking out toward you ? Is this really where the adjustment for idle is at? Thanks

 

yep, black plastic **** just above pull handle to be turned with fingers.
