Default LT 80 flooding?

My son's 80 went from starting easily (sat for a month during worst of the winter and starting after turning over a couple times) to having to ride the starter for a good 15 to 20 seconds before it starts to hit after it has just sit overnight. I have tried not touching the throttle to holding it wide open which seems like what I have to do to get it to run. Once it is up and running the bike runs great, just takes it a while to clear out. This all has gradually gotten worst. Is the bike flooding itself? I wish the petcock had an off postion then I probably wouldn't have this problem I guess. I changed the spark plug and serviced the air filter, this hasn't helped. Anyone else have this trouble?

Thanks

Clean the carb. Plugged pilot jet I bet.
In the run position, the fuel is off till vaccum is made.
