LT80 Help

I need some help with my kid's 2005 LT 80. I removed the restrictor plate in the exhaust and the throttle limiter in the carb and the engine will not rev like I think it is supposed to. It is also fouling plugs frequently. Being a two stroke I know it will smoke but how much oil should it be burning? It seems to use very little oil but I have no idea what is normal I think it should use more than what it is using but the plugs are fouling.
The revving issue is that it rarely revs to max rpms at full throttle under a load. If I or the kids feather the throttle just right it will rev up and run like a scalded cat but it rarely runs that good. My kids pretty much run the thing with the throttle wide open not going very fast, then occasionally it will take off. On small hills it seems to have a hard time and pulling my kids, 58 and 95 pounds respectively, because the motor will not rev. Also if it does run appropriately and reach max revs and you get off the throttle and then get back on the throttle it may or may not rev back up. Occasionally it will idle rough and die which usually means the plug is fouling out. I was beginning to think a reed may be sticking or the carb is out of adjustment. The bought the quad new in 2006 and it probably has less than 30 hours on it.
Any help or ideas would be greatly appreciated.

Does it run differently when the gas is put on reserve? I installed Banshee petcocks on both of my boys LT80's cause the vacuum line on the petcock would stop the fuel flow causing it to not come to full rpm.

Let's start with the simple.
Have you cleaned the air filter?
Have you cleaned the carb? Removed the choke to see if that's not gummed up and sticking on?
If it runs rich, the petcock isn't an issue. I'm thinking the choke circiut or so plugged in the carb.

The air filter is clean but I have not done anything with the carb. I will try to pull it off this weekend and clean it really good and see if it helps. i never really thought about the choke being partially stuck open.
