Ok, first, does it have a pull start? Does the motor turn over easy? Do you have a volt meter? If it turns over easy and you have a volt meter, check battery voltage just sitting there, should be 12.6 volts. Next, leave volt meter hooked up and try to start and see what the battery is reading. If it is above 10 volts, it should be good. Next, you are going to do a voltage drop test which should read next to no volts. Go from the battery plus to the starter relay (doesn't matter which lead is where, it just will read a negative voltage if backwards but so what) battery side and hit the starter button. Now go from the battery plus to the starter side of the relay and read voltage drop. Then go from the battery plus to the starter and hit the starter. All these test should read less then 1 volt. Now do the same with the negative side, go from the negative terminal to a good ground on the motor. Again, it should be less then a volt. I would actually start with the negative side because bad grounds love to make starters turn slow.

hi i cant get a hold of a meter today i know the relay aint working coz its clicking so ive pulled the 2 big wires from it and bridgeing them to get it to turn over im useing a massive fully charged battery from a transit van and still its spinning slow ive also had a look at the earths which seem ok and cleaned connections
i have a earth from the flywheel casing to the battery
an earth from the pull start casing to the frame
and a earth from the starter bolt to the battery
no i dont have a pull start mechanism
its like a weight on the starter stopping it from turning faster but im not really mechanically minded just trying to get it going for my wee girl tho i do know some basics thanks

I'd be checking the fan and clutchs for something obstructing the motor from turning fast.
I just had a machine in here that wouldn't turn over fast. Twas nuts and mice nests in the clutchs and fan areas.
