pull your choke cable off of the carb and stroke it and observe what it is doing. pull your spark plug and check the color of the end. is it white, gray, or black with soot? is your float stuck? do you have gasoline in the engine oil crankcase or gasoline pooling up in the air filter box?

sounds like the float/needle valve is stuck slightly open and not wide open. you need to pull the carburetor and clean out/inspect the needle valve. might as well clean the jets too while you're in there. you'll have to disconnect the choke anyways, so then you'll be able to verify its operation.
