Default Float Height Eton 90R

Wondering if any of you have run into this shituation...

20mm Carb on Eton 4 stroke .
when I set the float (new float and needle)(seat non replacable)
to be parallel with the carb body there is WAY too much fuel in the bowl.
with the clear hose attached to the drain it is almost all the way up to the bottom of the main jet.
Bikey dont like that .
To get the proper fuel Level i had to bend the tabs so far that it seems wrong. but then I get proper fuel level.
I thought the needle and seat were leaking and thats why I was getting so much fuel but when I replaced them I realized that
it was the same shituation. fuel level too High . So I put on the tube and experimented.
Let me know if you have ever had to set a float this bend back before or if you have any insights.

This is the floats gently resting against needle I have to bend tab down pretty far for fuel level to be correct. Usually the floats sit pretty close to parallel to the body but for some reason when I do that the fuel level is really high

This is the fuel level to the corresponding float setting in the other picture.
