I wouldnt think the stator is bad, or it wouldnt start when its warm either.
I think its too lean. Try starting it with 1/4 throttle. Or cover the air snorkle with duct tape, about 80% closed off, and then crank it over., when its cold. Either of these should make it more rich.
Once the motor is warm, itll start on a lean mixture, but when its cold it needs more gas.
Is the choke working properly? when the motor is warmed up, and idleing, if you pull on the choke, does it run very rough, or die? If it does...then the choke works ok. If theres no change, the choke isnt working.
