My rubber on top of the carb where the throttle cable enters is cracking will it cause an air leak later down the road.

Also where could i get new ones since they took the tors off with a twist throttle

If the TORS was removed...It is probably a motion pro twist..or some other aftermarket company...

You will probably have to call them and see about replacement parts... If all else fails...a bit of flexible RTV sealant should keep the moisture out.
Another idea is heat shrink with the sealant that kind of oozes out when it is heated.
