The petcock is the on/off/reserve valve.

It can be turned on and still be blocked by junk in the gas tank. Turn the valve off, pull the fuel line off the valve, and slowly turn the valve open to see if anything comes out. If something comes out, then most likely it's time to take apart your carb and clean it out, or take it to a shop if you're not confident in taking it apart yourself.

Ohh and also check your gas cap vent hose make sure not kinked..

just an idea,I buy a new fuel petcock every year or so..the part is only a few dollars and has some very imprtant filters on it..
