What's up with the fence at Croom?

I know that parts of Croom are infested with pine bark beetles which take up residence in the pine trees. Eventually, the beetles weaken and kill the tree. It could be the authorities are fencing off infested areas to save the public from getting hurt by falling branches or trees. There are many other areas in central Florida that have pine bark beetle infestations. The US Forestry service hasn't figured out how to kill them.
