Why are ATV's are the slowest off-road rides????
If anyone really wants to go 100mph on an ATV as cheap as possible, get a good running stock LT500 quadzilla, add a Dr Q pipe, jet the carb accordingly, and change the sprockets. 100mph can be reached with this setup on a stock bore without even porting the cylinder. A guy from Fla (Fred, aka allcool) did this with a bone stock (and even a little tired) engine and got up to 103mph. The clutch was even slipping a little at that top speed so it may have had another mph or two left in it. It's definitely the cheapest way to reach triple digit speeds on a quad other than pushing it off a cliff.

That quad has an actual rocket attached to the back of it. For most of us, that's probably not considered an ATV. Even with his super modified ALBA motor, he mentions that on runs without nitros or the rocket, his quad NEARLY hits 100mph. Still not as fast as a STOCK zilla motor with a q pipe and correct jetting.
Just saying that 100mph on an ATV can be attained CHEAPLY using a zilla with those mods, and you still have a normal rideable ATV. Willing to spend quite a bit more $ and want to go even faster? I'd then recommend building a Banshee as SpeedyMan suggests above.

Good point. If you could buy a brand new 250R or Lt500 today, no telling what the sticker price would be. Probably too much though. The cost of the 2strokes back in the 80's were pretty reasonable. Today, even cosidering inflation, ATV's still seem a bit overpriced in my opinion. Don't get me wrong, they're some great machines. But I just wish the price tag was a bit more reasonable.
