Carburetor jets??

Should my main jet and pilot jet be seated all the way or backed out a couple turns? I have my air/fuel needle on bottom of carb out there turns. Both jets inside carb (pilot and main) are screwed all the way in. Bike won't start, is this why?

Years since I did anything on a Wolverene, but the jets in the float chamber should be screwed right in on anything I have come across. The adjustable idle jet screw, is on the outside.
First thing is, do you have a good spark? If yes, change the plug anyway and see if it then starts. If it doesn't, clean carb out and try again. After that, check compression. Yams are noted for losing valve clearance, which will affect compression and lead to difficulty starting. They are also known for cracked inlet manifolds leading to a weak mixture, again affecting starting.
